The reliability penalty for dropping is actually pro-rated against your score (relative to best player same turn). So, if you resign from a game where you have very low or zero score, your penalty will be low or zero.
The host does not kick you out when your empire is dead because that would prevent you from watching your final VCRs and messages.

Interesting... I was wondering why a race with 0 ships/planets/starbases would need to submit a turn each time.

If you have no units (tim-score = 0), your turn will show as status "Dead", not "Missing", and not give a penalty.
On the game history view, a "Dead" turn is a dark-green box (random example; scroll down); on the host start page, it's a pale-gold marker.
