This is not a bug nor a problem.
My Winplan do not show me a picture of my ships (I have a Hansa Class Transport).
In the starbase screen it shows all the ships pictures (the Hansa looks like a LDSF) but in the ships menu I have no picture, just a text saying "Accessing Pixel Matrix".
BTW I have read years ago some enthusiastic player made a new set of different images you can use in your Winplan, perhaps you know where to download it and it can help my problem.

Now I'm curious. You got Winplan to use resource.pln? Normally, Winplan uses a bunch of *.bmp files, and I don't know of it behaving different in ship building and ship control screen.

Yes, there is a folder call BMP full of them, but it seems it do not work in Plist2.4 ships designs.
But as I said, I entered the Starbase screen and surfed the hulls to build, and these images were displayed!
