Rules and Strategy for our beloved game

I am new here so I want to hear an opinion from more experienced players. Aren't these settings quite unbalanced?
FarPlanetsNo = 5, 15 FarSearchRadius = 165
It is possible to have a three-fold difference in starting conditions based on a random generator. May be for the games with diplomacy it is not so important but for the wolf games (North Star series) it is matter a lot.

It is possible to have a three-fold difference in starting conditions based on a random generator.
These settings are the defaults, so there is no special thoughts from me behind them.
It may help to understand how AMaster works: it creates a random universe, looks whether it fulfills the criteria, and if it doesn't, throws away that universe and makes a new one. It will NOT decide beforehand that player X gets 5 planets today and player Y gets 15, and then arrange it that way. I actually do not know (and do not record) whether it ever generated a universe that had only 5 (or one that had 15).
Because AMaster works this way, I have loosened a few other settings (NativeCashCheck, MineCheck) to make sure AMaster doesn't run in a circle for hours not finding a satisfying universe.
In any case, I'd like to hear if anyone actually got a totally unfair starting point an I should sharpen the settings a little. They have been unchanged since the start of this server. (I got a lousy position in Titan 6, but that's the standard Echo Cluster map...)

I've started this topic because I got 6 planets in 165ly radius. Not a problem for me, but I think it is better to avoid such differences for the no-diplomacy games.
Can we change these numbers for the next games with "North Star" title to 50% maximum spreading, like 8, 12 or 10, 15?
