Well, if a player leaves game without any bases, i will assume he is dead. Until then anybody can still join and build more ships. Often without any hope, anyway And a player who misses 5 turns in a row has lost his interest.

As long as they have planets, they can build bases. Some scenarios start without bases. So "no bases" is not a universal rule.

As long as they have bases, they can build ships. As long as they have planets, they can trade ships. And if we take into account Remote Control, things get really messy. So, "no ships" is not a universal rule either.

Therefore, I chose "zero score" as the criterion: this means the player is truly dead and the only thing they can do is writing messages.

Regarding "miss X turns in a row", that's a rule I can agree to.
