Starbases can lay, sweep and scoop minefields.
To lay, they use torpedoes they have in storage; likewise, scooping will produce torpedoes for storage. Sweeping uses beams derived from the base's defense power.
There is no difference between minefields laid by a starbase and minefields laid by a ship.
