I finally had the time to look after this. My analysis says so far:
There is another event in VGAP that deals you one mine hit's worth of damage, and that's what happened here: a Glory Device.

Oh. Wow. But true, all the constraints are met. Though there was no need to tell me (yet), since the game is still on. Maybe I should have made that more clear . Sorry :-(
