My guess is that Titan 1 was doomed from the start, simply because it took very long to fill up. And if the game starts after half a year, your Real Life environment may have changed enough that you may not immediately be able to do three turns a week, and you may even have forgotten you joined. Add to that that not all players have confirmed their email address, and that it's not very attractive to start playing in turn four.
I remember that PlanetsServer also had games that took half a year to fill.
Regarding incentives to play: I will never ever implement anything that involves money on this site. I'm doing this in my spare time, and I'm doing it for the fun of coding, not for dealing with banks, credit card fraud, etc. I was hoping that the ranking system would be a nice incentive (hey, this is a new site, YOUR chance to be the King of the Hill!).
I have now set Titan 1 to end approximately Turn 35. To make it at least a little more thrilling, there's a 50% chance to have another turn, and a 25% chance to have one after that.
I would recommend everyone to jump on Titan 3, get it filled quickly, and play it seriously from the start.
(And, personally, I find Titan the most interesting series yet, simply because I've played only PLIST the last 10 years.)
I try to keep an eye on the other games with respect to droppers. Things to implement for the near future would be a some drop-the-droppers rule, and some kind of reminder for players to confirm their email addresses.
