Empire is almost always the last race to be picked. I suggested some time ago to make changes in the settings or in the ship lists to make it more attractive to players, but my suggestion didn't succeed.
Another option would be to get rid of it and have a second Colonies or Rebels race in the game. For some reason EE is a game stopper. Nobody likes to feel like Darth Vader 
Anyways, I would prefer to play with 11 races, but if most of ye vote for playing with 10, so be it.
