I agree with Terraner. Killrace should be the very last solution. If sprackman should not provide his turn I suggest to release the slot. It might take some time to find a replacement player for the Empire so postponing by another week is probably not enough. Run host when all turns are in instead?

If this is about the Empire it is not abandoned yet and won't be until Turn 4. It might be considerable by the host to open the Cyborg [Empire?] to other interested players before next scheduled host run.
