Primary Enemy ships consistently fail to attack the planet in the Battle Simulator... While this makes sense if the ship is cloaked, the PCC2 Web Sim screws up uncloaked ships as well.
For example, an uncloaked Fed ship with Primary Enemy Rebel fails to attack a Rebel planet. Tested in NuHost.
