Just in case our Rebel player should not be able or willing to submit his first turn should we wait for somebody to play seriously?
Sorry I know I sound like a broken record but I always prefer a game with all race slots taken by active players. Otherwise some other players will have an unreasonable advantage and we could roll the dice instead to determine the winner...
