Could I get a quick run down because though I played Winplan in the past and am on planets nu .. I am not sure how to stay playable here. can I play just on the web interface?

The web interface should be able to anything Winplan can. It should surely be possible to play a small empire with it, but it still lacks several features to manage a big one. For me, the biggest thing missing is the search function. On the other hand, the web version is not limited to 640x480 resolution I prefer setting it to about 125% zoom.

how hard is it to get a new key or recover an old one?

You need a key file to play with either the web interface or one of the PCC desktop clients.

The key file is called fizz.bin and can be taken from any of your Winplan game directories. If you don't have one, I can assist you in extracting it from an old turn file you may still have in your outbox. (I have given that offer several times but so far nobody took it and everyone found another way to get it.)

You need to set this up before the first host run, otherwise host will downgrade your bases for having disallowed tech levels.

also on the web interface im having trouble figuring out the starbase tech levels .

With the keyboard, press 't'. With the mouse, click the 't' button, or click the "Technology & Defense" panel and choose "Tech Upgrade".
