You'd check PList 2.4 settings, not PHost defaults.
Ok. RamScoopFuelPerLY = 1 (Carillion too strong...bla-bla-bla

BUT. This only recommended PLIST 2.4 settings.The default settings that I have written above.
"PHost defaults" are what PHost uses if the value is not specified in the pconfig.src file at all. They are not necessarily recommended or good.
Using "PHost defaults" would be a "PAL" ship build queue, square warp wells, you're not immune to your own Lokis/Constis, no ESB. I wouldn't claim that these settings make sense in all circumstances.
