This option was disfunctional since at least PHost 3.3, and nobody noticed, so it is now declared obsolete. It used to decide whether the Bird Men are allowed to perform their Deluxe Super Spy mission (friendly code changing). You can achieve the same effect as disabling this option by disabling the DeluxeSuperSpy stage of host processing.
