This parameter controls the maximum number of ships that can perform the Hiss mission at any one planet. If more than the configured number of ships are hissing at one planet, the excess ships will have no effect upon the happiness levels of the colonists and natives. Together with the HissEffectRate config option, the maximum increase in happiness that can be effected via the Hiss mission is HissEffectRate*MaxShipsHissing.
