This parameter controls access to the allies command which is used to set up and configure alliances. If this option is off, players can not change their alliances. It does not turn off the alliance feature altogether. Thus, when this is off, you can set up pre-configured alliances using auxcmds.txt or a program like "pally" from the PDK, and players can't change them.
