This HOST option was never implemented in PHost. As far as we know, this option does two things in HOST when enabled:

• It weakens the Intercept cheat check to allow for allied intercepts even without an appropriate alliance. PHost requires you to set up an appropriate alliance before permitting allied intercepts. It will tell you which ships you can intercept (those you see through your RST/UTIL.DAT, that is).
• It permits large ship/ship and ship/foreign-planet cargo transfers (i.e. the sum of cargo aboard the ship and on transit can exceed the cargo room size). DOS Planets and older Winplan versions do not permit that, VPA and PCC do. PHost (and older HOSTs) behaves as if the option is on all the time as far as cargo transfers are concerned; the PHost group believes this rule interpretation is more useful than the other one.
