This file is updated after writing the RSTs. Programs run as AUXHOST use the old value.
In PHost 3.x and before, this file contains the same timestamp as NEXTTURN.HST (i.e. the timestamp of the current host run, not the previous one). Thus, add-ons run during PHost processing can not access the old timestamp. See SHIPSCAN.EXT for a table of PHost's timestamp-related behaviour.
