This file can be edited with VPEdit. VPHost 3.16 claims to use it to define auxiliary hull information, but this seems not be true. This file assigns special abilities to ships. So far, this mechanism was never implemented completely. Just for curiosity, here it is.
The file contains one record per hull, each of which is 32 bytes.
