As for mine laying: I wonder what advantages does one get by laying minefields in other players' identities? It counts towards their score. Unless you're allied, it's dangerous to you (and if you're allied, MineIdNeedsPermission permits you just that).

you can lay minefield from different owners over each other without any problems - this is more difficult if you own overlying minefields. The pont score dosnt matter......

If you lay overlapping minefields, they will explode (Mines Destroy Mines). End result: no minefield. With MineIdNeedsPermission=No, you wouldn't be able to lay these minefields. End result: no minefield.

Enter alliances. If you are allied, you can lay minefields that will not explode. End result: concentric minefields. MineIdNeedsPermission will not change that, because it specifically allows allied laying.
