In Northstar 9 we play with the give function disabled. In the phost Docs it is described that ships without fuel can not surrender at starbases. They would explode if the starbase mission is Surrender and they are fuelless. In our game they surrender. What is happening here? Maybe you have an idea or it is abug in PHost.

You are probably confusing the configuration option CPEnableGive=No with the Ungiveable ship function.

CPEnableGive just disables the regular ship givings ("gsX" friendly code, "give ship" command). This is used in no-alliance games like North Star to disable voluntary ship givings, to make violating the "no cooperation" policy harder. You can still capture ships.

Ungiveable (and its brother GiveOnce) can be used to restrict ship trade for particular ships. Ship list designers or add-ons can use this to make ships that do not wish to be given away. For example, if someone thinks people trade too many Fireclouds, they can disable this. This also affects "Force Surrender" at starbases which could be used to bypass this policy. PList 3.2 used in North Star does not utilize this feature.
