These parameters can be used to modify the mine hit odds in favor of slow ships: people can move slower to reduce their risk.
When one of these parameters is nonzero, the corresponding "HitOdds" parameter only applies to ships moving at Warp 9. Slower ships get a bonus as specified here on the hit rate. For example, with
MineHitOdds = 5 MineOddsWarpBonusX100 = 50
a ship moving at Warp 9 has a 5% chance of hitting a mine, a ship moving at Warp 8 gets a bonus of 50/100 = 0.5 and thus has a hit chance of only 4.5%, warp 7 gets you twice that bonus, and so on. See Mine Hit Odds Formulas for details.
