These options define the maximum radius and voltage of an ion storm. They can be used to limit the effects of ion storms to less than the default effect.
These options have no direct effect on the ion storm formulas, but they just limit the results. For example, in a universe with 500 ships, new ion storms will still have a voltage of at most about 100 MeV, no matter whether MaximumIonStormVoltage is set to 200 or 1000.
