This parameter specifies whether players are allowed to use the PB1 to PB9 friendly codes.
When using a PAL or FIFO queue, this mechanism can be abused to have dummy build orders gain priority in advance, and then promoting some new build orders for new battleships using PBx. So you can forbid use of these codes if you think this is a problem.
When you use the PBP queue, you should definitely enable this option (because that's what PBPs are all about). You can still disable it, though, for example to prevent priority builds early in the game (like HOST does not permit priority builds until there are 450 ships in the game).
