This parameter defines a penalty for changing build orders. If a build order is placed on the queue and gains some priority, but is then changed, the base loses a part of their build queue priority. By default, it loses 100% of its priority, thus the new build order starts walking the queue anew.
► Note: This option supersedes the SBQBuildChangePenalty parameter. SBQBuildChangePenalty is only available when a PAL-driven build queue is used, and specifies a fixed penalty. In contrast, this option works in all queue modes, and gives relative penalties. SBQBuildChangePenalty still remains available. If you want to use a relative penalty with a PAL queue, remember to set SBQBuildChangePenalty to zero. Otherwise it would remove all the remaining priority left over by this option.
