These options control whether players may use "non-standard" beam-up orders. AllowBeamUpClans controls whether colonists can be beamed up (using the Beam up Clans or Beam up Multiple missions). AllowBeamUpMultiple controls whether players can beam up multiple things at once using Beam up Multiple.
