Sets the approximate number of ion storms that are active in the Echo Cluster at a time. Set it to zero to effectively deactivate ion storms.
If there are fewer ion storms than defined here, PHost will create some new ones (and possibly exceed the limit for a few turns); if there are more storms, the weakest one will die. Therefore, if you set this value to zero in a game with ion storms, the storms will die one after the other.
