No it is not. It is a free for all game. Every has to suspect his neighbours as enemies.

No-aggression-pacts are diplomacy and they alter local powers and allow players to weaken their borders for the benefit of attacking on another.

But this is exactly the higher difficulty in no ally games. NAP is some kind of alliance and those are not allowed.

I agree with this definition of AllanofDale. In this game, I am not going to sign NAP with any of the players.
