I just thought about it, implicit "pacts" (and their risks). Impossible not to happen. However I understand the spirit of the configuration of the game, and I agree with the variables it introduces. Allan, no problem! thanks for the info!

Is fixing a borderline and negotiate NAPs allowed in this game?

The game description says "No alliances/No cooperation". This rules out trade, formal alliances, getting support on allied bases, etc.

Does it rule out simple, low-key non-aggression pacts and borders? Maybe, maybe not. Borders form naturally, and I cannot prevent anyone from formulating them into a PM. I mean, if you see your neighbour colonizing a planet, and he sees you, will you send your freighter onto his planet?

But you will be forced to break these borders someday. And you'll have to expect your neighbour to break it someday, and protect against that. And, finally, an eager third party might just be looking for a casus belli, and find that in an observed suspected cooperation.
