No it is not. It is a free for all game. Every has to suspect his neighbours as enemies.

No-aggression-pacts are diplomacy and they alter local powers and allow players to weaken their borders for the benefit of attacking on another.

But this is exactly the higher difficulty in no ally games. NAP is some kind of alliance and those are not allowed.

Sorry for being that harsh. But If you play with NAPs in FFA-games the NAP must be of low safety. Backstabbing must be a manoeuvre everybody can aggree with.

But usually a NAP is long-time and turn bound and the players keep high reliability in it. NAPs open too many possibilties for aggressive expanders. If everyone feels fine in betraying his NAP partners in a good moment of opportunity, we may discuss about them for future games.
