With settings
## PBP Building
  PBPCostPer100KT                 = 250
  PBPMinimumCost                  = 500
  PBPCloneCostRate                = 200
I assume x5 PBP cost multiplier.

The ship has clone once ability and I am absolutely sure that it was not cloned before.

The only idea is left that PBPCloneCostRate affects also PBPMinimumCost so I need at least 1000 PBP to clone.

The clone cost rate applies after the minimum cost. Thus, the minimum cost to clone is 1000 with these settings.

This is documented on http://phost.de/phost4doc/buildq.html#pbp, although in prose, not as an explicit formula.
